KANSAS LIBRARY ASSOCIATION COUNCIL MEETING
TOPEKA AND SHAWNEE COUNTY PUBLIC LIBRARY, MARVIN ROOM 101A
TOPEKA, KS
OCTOBER 20, 2006
 
The meeting was called to order at 10:05 am by KLA President, Michelle Swain. Each person provided introductions.
 
No member comments were raised. Nothing was added or removed from the consent agenda.
 
MOTION: Tim Rogers moved that the consent agenda be approved. Rob Banks seconded and the MOTION WAS APPROVED UNANIMOUSLY.
 
Michelle Swain gave a report discussing the effectiveness of her monthly message postings to KANLIB-L. She is pleased that committees and taskforces are working and progressing and who volunteer in KLA governance are making a difference.
 
Executive Director Rosanne Siemens gave a report to Council. She cited this has been a very busy three months, with the First Annual Kansas Book Festival and the League of Municipalities Conference. Many governing officials were pleased with their local libraries.
 
The Finance Committee report and recommendations from Susan Moyer reflected their positive meeting. The first item was a report from the Committee, who examined the feasibility of membership database and website software. While the committee felt like there was not money available this year, they plan to budget for this in the future.
 
The second item was a discussion of communication options for KLA’s Executive Director, who often uses her personal cell phone for KLA business, especially during the legislative session. The Finance Committee recommendation was to purchase additional minutes for Rosanne’s plan and also purchase a Blackberry or similar device. 
 
MOTION: From the recommendation of the Finance Committee “for KLA to purchase a cell-phone/Blackberry for use by our director and also pay 20 dollars a month to supplement Rosanne’s current cell phone number for 12 months.” Motion came as a committee recommendation and the MOTION WAS APPROVED UNANIMOUSLY.
 
The third item of business was a discussion about the CPA recommendations regarding KLA’s accounting. The CPA recommends that KLA track funds separately, purchase three licenses for QuickBooks, one for each organization currently represented in KLA’s accounting. The Finance Committee will discuss this further and report back at the January meeting. Michelle thanked the Finance committee for their work.
 
Michelle Swain reviewed the Executive Committee Report andrecommended that the organization review the bylaws. Operations and the general purpose of the organization should be covered in the bylaws and the rest of the details should go into a guidelines or handbook document. Laura Loveless will put together a Bylaws Committee.
 
A recommendation came from Executive Committee to no longer use association funds to pay for Council lunches at meetings, followed by discussion. The money could instead be used for real results for the membership, but lunches could be coordinated and paid for by individuals.
 
MOTION: Tim Rogers moved that Council lunches no longer be paid for by KLA but be paid for by individuals on Council, and that the coordination of the lunches be handled by the immediate past president. Laura DeBaun seconded and the MOTION WAS APPROVED UNANIMOUSLY.
 
Michelle Swain reviewed the joint conference agreement. Since arrangements are proceeding for the 2007 conference, the recommendation from Executive Committee to Council was to sign a brief document maintaining the current arrangements. The proposed draft was amended to include an expiration date at the end of the fiscal year.
 
MOTION: Jane Hatch moved that we approve the joint conference agreement as amended through discussion. Hans Fischer seconded and the MOTION WAS APPROVED UNANIMOUSLY.
 
Susan Moyer provided an update on the income from Tri-Conference and the four paid coordinator positions. The Strategic Planning committee will work with the Finance committee regarding the annual conference.
 
The KLA Education Foundation recommended approval of a third year of hiring a consultant during their fundraising campaign.
 
MOTION Jane Hatch moved that we approve the contract for the third year. Tim Rogers seconded and the MOTION WAS APPROVED UNANIMOUSLY. Michelle signed the documents.
 
The Governmental Affairs Committee report outlined many of the upcoming issues in the legislature and the advocacy campaigns being created to address them. The League of Municipalities Conference was cited as a networking and outreach opportunity for Kansas libraries, and increases in working with local representatives and officials and also federal representatives were mentioned.
 
Michelle presented the letter of support drafted to the KanEd Oversight Committee for discussion by the Council. Some revisions for grammar and clarity were suggested and agreed upon. Cynthia Berner Harris agreed the Governmental Affairs committee members would also contact the 10 individuals with a consistent message. The letter will be included in a packet.
 
MOTION: Laura DeBaun motioned to approve the letter as amended. Rob Banks seconded and the MOTION WAS APPROVED UNANIMOUSLY.
 
Hans highlighted the Governmental Affairs Committee Report and the KanEd Legislative letter as two examples of work that KLA is doing for the membership. Rosanne announced that Ann O’Neill at Emporia appointed Royce Kitts as a student intern on KLA’s Governmental Affairs Committee.
 
The last item on the agenda was a review of upcoming meeting dates for the Council through April 2007. Legislative Day will be scheduled once the legislative calendar is set. The Council meeting at Tri-Conference will be Wednesday, April 11, 8-9 a.m. at the Topeka and Shawnee County Public Library.
